Jammu and Kashmir Lieutenant Governor Manoj Sinha on Sunday (March 15, 2026) pledged to take steps “to secure justice for every terror victim’s family” and reopen pending cases to hold the perpetrators accountable, as he handed over appointment letters to 27 such victims’ family members at Lok Bhavan in Srinagar.

“I am resolute in securing justice for every terror victim’s family, and pending cases will be reopened to hold perpetrators accountable. We have succeeded in dispelling the shadow of injustice and ushering in a new dawn of justice at the doorsteps of terror victims’ families,” said Mr. Sinha.

Around 400 families of terror victims have been provided employment by the L-G administration so far.

“For decades, relatives of our poor and vulnerable brothers and sisters, felled by terrorists’ bullets, had clung to the hope of redress. The campaign launched from Baramulla last year has provided these families with support, courage, and renewed self-belief,” said Mr. Sinha.

He stated it was not merely an administrative exercise of signing papers, shuffling files, or filling posts, “but a profound commitment to justice”.

“I have repeatedly affirmed that lands or homes forcibly seized from terror-affected families will be liberated and returned, and cases yet to undergo investigation will receive impartial and transparent probes,” he said.

Mr. Sinha said initiatives undertaken over the past five to six years under the leadership of Prime Minister Narendra Modi were aimed at a singular, overarching goal—to forge a Jammu and Kashmir undefined by the pains of its past, but brimming with self-confidence.

“In August 2020, I had set this vision—to develop a Jammu and Kashmir that measures its strength by the heights of its dreams, and to build a system rooted in social justice, dignity, and equal opportunity,” he added.

Wajahat Farooq Bhat, whose organisation “Save Youth Save Future Foundation” has been identifying the families of terror victims, described the engagement of victims’ family members into government services as “a truly historic initiative under the leadership of L-G Sinha”.

“Since last year, this caravan of justice has emerged as a significant step towards justice for families whose pain and suffering remained unheard for decades. This process has become a landmark effort to restore dignity, support, and hope to families affected by years of violence,” said Mr. Bhat.
